SAFE MLO Test Guide (2026): Format, Content Outline and Scoring
The SAFE Mortgage Loan Originator Test, formally the National Test with Uniform State Content (UST), is the exam every state-licensed mortgage loan originator must pass. Congress required it in the SAFE Act of 2008 (12 U.S.C. 5104(d)), and NMLS develops and administers it through Prometric. You pass it once; the same result counts for every state.

The Content Outline and its weights
NMLS publishes a Content Outline with five sections. The weights tell you how many of the 115 scored questions to expect from each area.

How hard is it
NMLS reported a first-time pass rate of about 53% as at 31 Dec 2024. The test is hard less because of obscure facts than because most questions are applied: a borrower receives a disclosure on a given date, a fee changes, a file shows a red flag, and you must apply the rule. Questions about TRID dates, tolerance buckets and mortgage math cost the most points.
How scoring works
Your result appears on screen when you finish, and NMLS posts the official score to your record about 72 hours later. Only the 115 scored items count. There is no penalty for guessing, so answer every question.

- Finish your 20 hours of NMLS-approved pre-licensing education first; it is required and it is the foundation.
- Study by weight: origination and federal law together are more than half the test.
- Drill dated TRID scenarios and the math until they are automatic.
